If a property has received a "NOTICE OF COMMENCEMENT OF GROUNDWATER BASIN ADJUDICATION", as discussed in California Code of Civil Procedure § 836(f), then this should be disclosed as a material fact upon transfer.
Typically, sellers will check "Yes" to question 16 of the California Transfer Disclosure Statement (TDS) and attach the Notice. If the TDS is not required, the Notice should still be provided to the buyer as a material fact.
