You submit a request to the HOA, as noted here. Note that the California Association of Realtors (CAR) has a form HOA-RS "Homeowner Association Request for Required Statutory Documents And Charges" which sellers typically use for this request.

How Do I Get the CAR forms?

We will provide you a copy of any California Association of Realtors disclosure form for free upon submitting a flat fee MLS listing through our website.
