The Rhode Island Rental Fees and Utilities Disclosure is a written notice landlords must give tenants at or before the start of the tenancy that clearly lists all fees beyond the base rent (such as administration, pet, parking, or other charges), explains which utilities the tenant must pay and which the landlord will pay, and discloses if renters insurance is required.
This requirement is found in Rhode Island General Laws Section 34-18-15 and related provisions in the Residential Landlord and Tenant Act. Effective January 1, 2025, new state law also requires landlords to disclose all fees and utility responsibilities in the same section as rent or in a separate written disclosure if there is no written agreement, and landlords cannot charge convenience fees for payment methods unless a fee-free option is offered. If a landlord fails to properly disclose required fees and utilities in writing, the tenant is entitled to a refund of those undisclosed charges.
