Public Act 25-44 (Senate Bill 3), Section 9, creates new rules for landlords in Connecticut about how rental units are advertised and how lease terms are disclosed. Starting October 1, 2025, landlords must include all required recurring fees in the advertised rent and may not list a base rent that leaves out mandatory charges, although certain items such as pet fees, utilities paid directly by tenants, damage charges, and some service or processing fees may be excluded.
By January 1, 2026, the Connecticut Department of Housing will publish a standardized rental terms summary form in English and Spanish, and beginning April 1, 2026, landlords may not provide a written lease unless it includes this completed form and the first page of the agreement. Landlords who do not follow these rules may face enforcement actions, penalties, or legal disputes related to improper advertising or incomplete lease disclosures.
